Taiwan Entrepreneur Visa

  1. Introduction
    As global startup trends are growing and predictable, the Taiwan government has provided an Entrepreneur Visa to attract and support international startups and innovative entrepreneurs to start businesses in Taiwan since 2015. The advantages of Entrepreneur visa includes: no need to set up a business beforehand, 1 year residency, extension without leaving Taiwan, availability of group application and so on. The Entrepreneur visa is suitable for entrepreneurs who are interested in developing Taiwan market or starting a business in Taiwan.
  2. Qualifications
    According to the Review Directions of Entrepreneur Visa Qualification for Foreign Nationals:
    1. Individual Application
      An individual applicant should meet at least one of the following criteria:
      I. Has secured investment from a domestic or overseas venture capital, secured investment from the Executive Yuan National Development Fund Startup Angel Project, or obtained funding of at least NT$2 million in investment (fund-raising) from a government-approved domestic, foreign, or international startup fund-raising platform.
      II. Has physically stationed in within one year, or is physically stationing in the following startup parks or startup incubators, and has been recommended by such parks or incubators:
      i. International start-up parks and projects approved by the central or local governments in Taiwan.
      ii. The central or local government-operated startup incubators in Taiwan, or those registered in the MOEA (Ministry of Economic Affairs, R.O.C.) international startup incubators and approved and announced by the MOEA.
      iii. Foreign startup incubators recognized by the central or local governments in Taiwan.
      III. Has been awarded an invention patent in a foreign country or an invention/design patent in Taiwan, or can demonstrated other evidence of professional expertise.
      IV. Has obtained plant variety rights, or animal name registration in Taiwan, but does not include those implemented by rights assignment or authorization.
      V. Has won an award in a leading domestic/international business start-up or design competition, or received approval of the project of encouraging overseas entrepreneurs to invest in Taiwan from the Taiwan government.
      Has been shortlisted or awarded in indicative domestic/international fashion shows, film festivals, or style awards.
      VI. Possesses such other innovation capability as may be specified or recommended by the central competent authority.
      VII. Has established an enterprise that complies with the Directions of Recognition for Startups with Innovation Capability with at least NT$ 1 million investment in Taiwan and has been serving as the legal representative, manager or director of that enterprise
    2. Group(Team) Application
      I. The applicant who has not established an enterprise in Taiwan shall meet at least one of the above criteria except for the item VIII. 
      II. For the applicant who has already established an enterprise in Taiwan that complies with the Directions of Recognition for Startups with Innovation Capability, the members of the team or group shall be serving as legal representative, executive officers or managers of the enterprise, and the members shall have invested a combined total of at least NT$1 million in such enterprise.
      III. The size of a group (team) shall be less than 3 people.

      I. Form 1: Required Documents for Foreign Applicants

      DESCRIPTION

      1. Application form

      Go to website: https://visawebapp.boca.gov.tw. Fill out the application form online and print it out. Make sure the application form shows a bar code on it and sign the form.

      2. Two color passport-size photos

      Paste on the application form with two color passport-size (2-inch) photos with a white background taken within 6 months.

      3. Passport and one photocopy of the passport

      1. The passport must be valid for at least 6 months and there are blank pages left in it.
      2. One photocopy of the passport bio-page including the holder's picture is required.
      3. One photocopy of the previous visa if the applicant has been to Taiwan before.

      4. Documents requested by the Investment Commission, Ministry of Economic Affairs

      1. Applicants should download and fill out the form "Application Categories for Entrepreneur Visas" in accordance with the qualifications listed in "Review Directions of Entrepreneur Visa Qualification for Foreign Nationals".
      2. For the group (team) application, please fill out the "Applicant Group Letter of Intent on Cooperation" if the members are eligible for different application categories.

      5. Other supporting documents

      2. Applicants who apply for a Resident Visa after having arrived in Taiwan are required to submit one photocopy of the Visitor Visa and the immigration entry stamp.

      6. Application fee

      II. Form 2: Required Documents for Hong Kong/Macao  Applicants

      REQUIREMENTS

      DESCRIPTION

      1. Application form

      Paste on the application form with a two color passport-size (2-inch) photos taken within latest two years (same as the specification of ID card).

      2. Hong Kong or Macao permanent residence documents

      One original and copy each of Hong Kong or Macao permanent residence ID card and Hong Kong or Macao passport (the original will be returned upon verification).

      3. Guarantee document

      The applicant shall submit the guarantee document signed by a qualified guarantor and one original and copy of the guarantor's ID card (the original will be returned upon verification).

      4. Certificate of no criminal record

      Certificate of no criminal record issued by Hong Kong or Macao authorities within latest five years (valid for 3 months).

      5. Health Certificate for Residence Application

      Please undergo health examination in accordance with "Health Certificate for Residence Application".

      1. Applicants should download and fill out the form "Application Categories for Entrepreneur Visas" in accordance with the qualifications listed in "Review Directions of Entrepreneur Visa Qualification for Foreign Nationals".

      7. Documents required in accordance with the applicable qualification

      8. Identification confirmation document for Hong Kong or Macao residents

      If the applicant was born in Mainland China, such applicant shall provide additional documents (please refer to Chinese version of this website for detailed information).

      10. Letter of attorney*

      The applicant who authorizes an agent to file the application shall submit the letter of attorney signed by the agent (the applicant and the agent have to be located at the same territory).

      11. Entry/Exit Permit*

      The applicant who has entered Taiwan shall submit the entry/exit permit.

      12. Position description*

      The applicant who conforms with Subparagraph 10 of Paragraph 1 of Article 22 of "香港澳門居民進入臺灣地區及居留定居許可辦法" shall submit a written description containing his/her position and its period.

      13. Application fee

    2. Application Procedure
      I. Foreign applicants outside of Taiwan
      Foreign applicants outside of the R.O.C. (Taiwan) are advised to apply for the visa from an R.O.C. (Taiwan) overseas mission. 
      For Hong Kong and Macao applicants, the applicants in Hong Kong or Macao are advised to submit their applications to Taipei Economic and Cultural Office; and the applicants in other overseas countries are advised to submit their applications to R.O.C. (Taiwan) overseas missions in such countries. 
      The overseas mission will pass the application on to the Investment Commission, MOEA for examination.
      II. Foreign applicants in Taiwan
      The applicants in the R.O.C. (Taiwan) may apply for the visa to the Bureau of Consular Affairs or any of its Central, Southwestern, Southern, or Eastern Taiwan Offices.
      Hong Kong and Macao applicants inside of R.O.C. (Taiwan) may submit their applications to the National Immigration Agency of the Ministry of the Interior, R.O.C. (Taiwan).
